Fidelity Urges U.S. Senate to Pass CLARITY Act, Citing Need for Digital-Asset Regulatory Clarity

Fidelity, the world’s third-largest asset manager, urged the U.S. Senate to swiftly pass the CLARITY Act, a digital-asset market-structure bill.

In a statement, Fidelity said a clear regulatory framework for digital assets is needed to boost investor confidence, provide legal certainty for market participants and strengthen U.S. competitiveness in the global digital-asset market, according to Cointelegraph on July 25.

The push marks another call from traditional finance for the bill’s passage. Fidelity said in its 2025 annual report that it had $7.1 trillion in assets under management.

Earlier on July 25, the Crypto Council for Innovation, the Digital Chamber and the Blockchain Association urged Senate leaders to bring the bill to the floor. Coinbase Chief Executive Officer Brian Armstrong also argued on July 23 that the Senate should hold a floor vote.
