Kristin Smith, chief executive of the Solana Policy Institute, said she remains optimistic that the CLARITY Act will pass, though she is less confident than she was in the spring.

In an interview with Crypto in America on Sept. 9, Smith said she still viewed the bill’s prospects positively, but her confidence had weakened somewhat from earlier this year.

She added that the digital-asset industry tends to believe it can control the legislative process, when in reality it cannot.

“The digital-asset industry tends to think it can control that process,” Smith said. “But in reality, it cannot.”
